A rare pamphlet in the controversial National Defence scare. Hardy had been a naval officer involved in British assistance to Garibaldi : at this time he was an Inspecting Commander of the Bristol Channel coast guard. *** The British Library is the only library to hold a copy of the 1st Edition, which was issued in the same year. Copies of this 2nd Edition are held only by the BL, the Bodleian in Oxford, and Cambridge University Library. The NUC records only one copy held in the USA, again only the 2nd Edition as here.
